Situation & Outlook (S&O) provides an interpretive assessment of demographic-economic characteristics and trends for each metropolitan area. S&O is updated monthly for each metropolitan statistical area.

New national scope 2007-08 school district boundary shapefiles are now available. These boundary files update the previous 2005-06 vintage shapefiles. Some school districts have changed substantially due to consolidation and related changes. In addition, many school district boundaries have been improved

New national scope 2007 estimates of the population in poverty are now available for all states, counties, and school districts. Additional estimates are available for the population under 18 years of age and population ages 5 to 17 years. Estimates are 2007 median household income are also included.

There are now 366 Metropolitan Statistical Areas (MSAs) and 587 Micropolitan Statistical Areas (MISAs). Three MISAs became MSAs. There is no change in the total number of metropolitan statistical areas (953). Effective November 20, 2008, the U.S. Office of Management and Budget issued revised metropolitan statistical area designations based on Census Bureau population estimates for July 1, 2006 and July 1, 2007. MISAs and County Components There were no new Micropolitan Statistical Area (MISAs) designations. The three MISAs designated as MSAs retain their Core-Based Statistical Area (CBSA) code. No counties were added or removed from existing MSA or MISA designations. Principal Cities Designations New/revised principal cities designations are as follows:

The Situation & Outlook metro report includes a section summarizing school districts located in the metro, high schools in each school district, and data on 11th and 12th grade enrollment. These data provide a unique way to examine the size of the senior class by high school and distribution of high schools across the region. School district links enable viewing the school district boundary on an interactive Google map.

This section updates information on CDAnalyst, an integrated software and database resource developed by Proximity to analyze demographic and related patterns and characteristics of congressional districts. CDAnalyst operates on Win32 (XP and Vista) computers and enables users to integrate their own data.
The CDAnalyst database is maintained with current data on each congressional district. Subject matter include detailed current demographic characteristics by congressional district, incumbent data and voting patterns and mapfiles (shapefiles) with integrated demographics for visual pattern analysis.

New general demographic updates (12/9/2008) give more than 2,500 mid-sized counties, cities, towns and school districts nationwide (those with populations between 20,000 and 64,999) their first statistical “portrait” since the 2000 Census on a wide range of key socioeconomic and housing topics. These are the first American Community Survey (ACS) estimates that combine three years of survey responses (2005-2007) to produce data. The technique makes it possible to release a new set of multi-year estimates annually for smaller geographic areas. The three-year data can produce estimates for areas with populations as small as 20,000. Use of these data to develop comparative analysis profiles will be reviewed in the next DMINews. In 2010, Census plans release of estimates based on the period 2005 to 2009 and will include the smallest of geographic areas — down to the tract and block group levels.

Updated labor force, employment and unemployment estimates ("LAU") by metropolitan area and county for October 2008, are now available (12/2/08, U.S. Bureau of Labor Statistics). Proximity integrates these data into MetroDynamics (MD) quarterly labor force time series for ongoing analysis and interpretation of changing conditions.

School planning areas and attendance zones subdivide school districts and are defined/designated by the school district. These notes address processes and tools that a school district can used to develop attendance zone boundary shapefiles and use them in demographic analysis.
